The Offshore Decommissioning Conferences in 2016 and 2017 provided many useful comments, data points and statistics to aid the understanding of the current and forthcoming offshore decommissioning market. This includes such comments as:
up to 2023, some 165 (UK) fields could cease production”
“transparency is an enabler for efficient activity programme and offerings”
“cost reductions through pre-CoP well P&A”

Whilst this is all very useful and aids strategic planning, for many in the service and supply chain it has been hard to translate these comments and data points into a practical picture of activity being undertaken by which operator and at which time, and to know when to engage that
operator, “who, when, where”. The detailed data and information that underpins the annual Decommissioning Insight report is covered by commercial confidentiality and many other data service providers are geared towards serving the operator community and as such are often out
of the price range of many SMEs and decommissioning service providers.

As well as addressing the need for a list of fields with decommissioning status, Baillex has devised an assessment process that reviews and notes the decommissioning status and focuses on the start year of substantive offshore activity, often prior to CoP. This allows service companies to quickly identify the right time to engage the target operator and not wait for statutory notices. For smaller service and supply companies, this early identification can be crucial in raising awareness of key innovation before key decisions preclude them.

Decommissioning Projects Assessment

The NWECS Offshore Decommissioning Projects Assessment is a dataset listing all North West European Continental Shelf (NWECS), offshore oil, gas and condensate fields with anticipated offshore decommissioning activity primarily to 2030. Researched, assessed and designed to provide practical data and information to aid marketing, positioning, sales and business development. The dataset includes a select number of key data points including;

Field name, operator, location (sea, licence block(s)), production status, production type and the unique decommissioning status (future decom, late-life, planned decom, ongoing decom) and start year of offshore decommissioning activity (well P&A and/or removal activity).

The data is provided in a simple structured PDF format with regular quarterly updates and supporting statistics, examples of which are included here:
